Hi Ashish,
Good question. Yes, it is a requirement to use Amazon Pay if you're building an Alexa Skill. The rules, state:
"B. Solution Requirements
(i) What to Create: Makers must use one or more AWS services and address at least one of the categories to build solutions that help the nonprofit sector and cultural institutions engage the public to drive critical donations, uphold mission delivery, and address the evolving challenges faced by the sector.
Notes:
-Makers who integrate Amazon Pay within their solution(s) must adhere to the main requirement of the hackathon.
-Makers who build an Alexa Skill must integrate Amazon Pay within their solution(s) and adhere to the main requirement of the hackathon."
I'll need to come back to you regarding your question if it is available in India. I'll keep you posted!
Thanks,
Khimee

Hi there! I have a follow up for the question re: Is it available for participants who are based in India?
According to https://pay.amazon.com/help/201810860#_How_does_Amazon_q5 businesses would have to be in one of the available countries. “Amazon Pay is available for merchants with a place of establishment in the United States, United Kingdom, Austria, Belgium, Cyprus, Denmark, France, Germany, Hungary, Ireland, Italy, Luxembourg, the Netherlands, Portugal, Spain, Sweden and Switzerland.”

Ah @#$%.
But thanks for the follow-up, Khimee. Much appreciated.
Let me see if I can find someone to team up with from those locations or will pass.
Looking forward to more Alexa hackathons!

Sorry! But please note that you don't have to build an Alexa skill =) You can build a solution just integrating an AWS service.
